In 2004, Bathurst Inlet Lodge (BIL), Canada's oldest naturalist lodge, celebrated 35 years of ecotourism. It is a place of spectacular views, 24-hour summer daylight, rare species (e.g., caribou, muskox) climatic extremes, and a culture surviving thousands of years. The tiny community of Bathurst Inlet is populated by Inuit. Historically, they survived by living off the land (for food, clothing, tools, fuel, shelter) so the Hudson's Bay Company (HBC) established a trading post to tap into the fruits of these labours. A small RC church was built in the 1930s, and the community saw the presence of the Canadian government mainly via infrequent patrols by the Royal Canadian Mounted Police. In the 1960s, fur prices crashed, the HBC trading post and the church closed, and the Inuit fell on hard times. Glenn Warner, who had been with the RCMP patrolling into the community by dogteam and boat, then saw an opportunity to share both the friendliness of the local people and the spectacular place with his family. He obtained permission to buy the church and the historic HBC buildings, and in 1969 established BIL.

Activities offered :

Subsequently, a plan was developed to help the Inuit purchase half the lodge. Now with joint Inuit ownership, decisions on all aspects of the operations are made together (community-managed). Co-owners form one big family, which is something guests immediately feel as the Inuit share their knowledge of the land, wildlife, and culture. They are friendly, enthusiastic, and radiate community pride. This is particularly evident in the weekly cultural program of cross-cultural sharing, when the boat captain interprets the use of traditional tools and implements and describes traditional activities, the soapstone lamp with sealskin oil is lit; and traditional clothing is modelled by all ages including toddlers. Guests are also invited to share their own culture (e.g., via poems, stories, dance). Although the evening is voluntary, everyone in the tiny community squeezes in to attend and share with their global visitors. It is obvious the hearts of the community are in this common experience.

BIL has comfortable bedrooms, full amenities, a gathering room with a stupendous view, and an incredible library. It includes books, artifacts, illustrations, and other resources, and can be a place for slide presentations, activities, or local crafts sales (all proceeds going directly back to the artist). There are daily programs on sea (using a fuel-efficient pontoon boat which allows wildlife observation and impromptu lectures) and land, where guided birdwatching, hiking, natural history interpretation and cultural exploration (e.g., finding ancient stone tent rings or camps, meat caches, fox traps, drying rocks, canoe rests, or inuksuit) take place, tapping into specialist expertise and traditional indigenous knowledge.

Access to the lodge is only via boat or plane. Visitors take a wheeled or floatplane from Yellowknife, organised by BIL (included in the cost of the visit) and this trip is wonderful in itself, with pilots pointing out herds of caribou and other interesting sights. Although visitors may see the wonderful spring carpets of Arctic flowers and summer blooms, BIL is in the Arctic so is only open for a short summer season, and there is a maximum of 20 visitors at any one time, which creates a very special experience. BIL was recognised in 2003 by Travel & Leisure Magazine as one of the “World's 25 Top Ecolodges” for providing exceptional programming on Arctic culture, history, flora and fauna, and was featured as an Ecoclub.com interview in March 2003 (http://ecoclub.com/news/046/interview.html). Bathurst Inlet Lodge enabled the Inuit of the community to both participate in the cash economy and retain their way of life, and lodge charters have provided an inexpensive way of getting foods, materials, and other items to the community. Due to steady increases in the cost of living in the Arctic, including heating oil, and the need for medical services, and a need to see their children get an education, Inuit residents can no longer live year-round at Bathurst Inlet. However the families return in summer to their beloved “Nuna”, and the traditional experiences that mean so much to them. The government of Nunavut has recognised the efforts of BIL, and at that place, the cabinet produced the “Bathurst Mandate”, a document setting major directions for their work across Nunavut.

Project description :

RESPONSible Travel Peru is a Peruvian sustainable travel agency offering tailor-made responsible itineraries. “RESPONS” refers to both the “RESPONSible” approach of the company, as well as the fact of giving a “response” to sustainable and responsible tourism issues. The main objective of RESPONS is to offer, develop, stimulate and broaden sustainable tourism in Peru. In fact, faced with the growing
demand for sustainable tourism products, RESPONS hopes to strengthen the existing offer, for example supporting local communities, and at the same time to develop new and innovative products.
One of the main priorities of RESPONS is to work hand in hand with local communities, pursuing a dual objective. First, allow travelers to discover a more authentic Peru, by learning more about the local culture and by interacting with the population. Second, support these communities, especially in promoting and marketing their products. In general, these families engage in tourism in order to
supplement their income. RESPONS thus develops its relationships with the communities and revolutionizes the approach of community-based tourism. This must be profitable and allow communities to receive a sustainable income. The families, for their part, must be involved and invest in this way. Therefore local people must be involved in the long-term, which, in general, is far from being achieved and obvious, this is why RESPONS provides them full support.

Activities offered :

RESPONS offers many activities of rural community tourism, but can also satisfy all kinds of other travel wishes, offering a wide variety of experiences, always focusing on sustainability and responsibility.
RESPONS offers experiences throughout Peru, in the mountains, in the jungle and at the coast.
RESPONS obviously offers the “must-sees” of Peru, such as the Machu Picchu and the Titicaca Lake.
But RESPONS also targets adventure tourism: from hiking in the Sacred Valley to trekking several days in the Andes, as well as horseback riding and biking. Nature tourism is also part of its products (many programs in the Amazonian jungle, observation of wildlife, etc.), as well as gastronomy (cooking classes, culinary trips, etc.) and spiritual tourism (yoga retreats), among others.
The experiences of community-based tourism are one of the main strengths of RESPONS: discovery of local cultures, weaving activities, interaction with the communities of Vicos, Chifrón, Coporaque, etc.
The very popular Coffee Route, allowing to discover the coffee culture while going to Machu Picchu, is one of the flagship products of rural community tourism offered by RESPONS.

Project history and evolution :

It all begins in 2002 in Huaraz. Guido van Es, the founding director of RESPONS, does his internship in the Peruvian NGO “The Mountain Institute”. He works there in order to set up a project of communitybased tourism with the communities of Humacchuco and Vicos, and it is a revelation: he likes feeling useful and becomes passionate about this project. Once he finished his thesis, he comes back to
continue working with the communities, either with the Mountain Institute, or as a volunteer. Before leaving Peru in 2006, a community-based tourism agency is created, entirely locally-owned.
In 2009, Guido comes back to Huaraz and notes that the communitarian agency is closed: the villagers, lacking of commercial spirit, have dropped the project. However, Pablo Tadeo, villager of the community of Vicos, is really convinced of the merits of community-based tourism and perseveres.
This is how Guido and Pablo decide to create the agency RESPONS Sustainable Tourism Center in February 2009. However, to begin with selling responsible travels, Guido, realistic, decides to start by investing in the “must-sees” of the country, mainly located in the south. So he starts looking for a partner in the south
and meets Alejandro, which is, according to him, a turning point for RESPONS. Both decide to go into partnership and to offer company shares to Pablo, still active in Huaraz. The agency RESPONSible Travel Peru is born!
The personalities complete each other perfectly and allow RESPONS to grow. Alejandro, creative and always full of ideas, thinks of a range of original ideas. Pablo, the passionate local, is the satellite of RESPONS within the communities. Guido, rigorous and organized, is responsible for structuring all of this (he is nicknamed “Mr. Van Excel”!).
RESPONS has three offices: one in Cusco, one in Lima and another one in Huaraz. That of Cusco achieves great success, which allows them to increase their visibility and reputation. In its early stages, RESPONS was working with eight communities from the region of Ancash. Since then, RESPONS grew strongly and now cooperates with about 70 communities throughout the country.
Its growth is mainly due to the philosophy and the values it defends, its tailor-made offer and its constant innovation.

Cultural and environmental information :

The most important aspect concerning sustainability is the following lesson to be learned: many projects of sustainable tourism don't sell. And if they are not sold, if there are no tourists who pay to travel within these communities, all the other objectives of environmental, social and cultural sustainability will never be achieved: the most important is that a project of community-based tourism
becomes a touristic product desired by an existing market. This is the most important task of RESPONS: working with the communities to make sure they sell. This involves working in service, marketing, tourist experience and also in promotion, both for the travelers and for the tourism companies. This requires a constant evaluation of the services of the communities and always trying to improve them, in order to be competitive, inside and outside the country. Sometimes, this involves stop working with a community which doesn't improve its services or its organization while necessary. However, fortunately the large majority of the communities is very satisfied with the cooperation and even
claims that RESPONS is their most important source of income among all their contacts. This is sustainability: creating sustainable relationships with the communities, based on mutual trust, passion for well-done tourism and commercial success. It is only in this way that sustainable tourism can be
ensured.
Moreover, the different community-based activities offered by RESPONS are unique and authentic cultural experiences. They allow you to fully immerse yourself in the local culture, to discover its traditions, to interact, while enjoying beautiful landscapes.
Also, each RESPONS office has a small souvenir shop, highlighting a clear philosophy of cultural conservation. Finally, of course, RESPONS does its best to be environmentally friendly as much as possible and encourages the communities to do likewise, in order to generate the minimal level of impacts. RESPONS is proud that its activities are mainly governed by sustainability and responsibility criteria.

LE GUIDE DES DESTINATIONS INDIGÈNES

Sylvie Blangy

INDIGÈNE Editions
Released on March 25, 2006

The first guide book in French on community based indigenous tourism for the public gathering initiatives from all around the world and giving an update of how community based tourism is evolving,

Over 400 initiatives of community based ecotourism around the world have been identified. 180 were selected and described by 140 authors from 60 different countries

The contributions were written up by a range of community leaders, visitors, or consultants and facilitators involved in the development of the initiatives at all stages of the project. Each case study is split into 3 parts, a short, lively report on the location, a selected representative package, and “information on” the cultural setting.

The community initiatives were selected as the most representative projects for their authenticity and their capacity to use tourism as a tool to preserve their cultural heritage and their natural resources. The tours are Indigenous owned and run from well structured communities benefiting directly from tourism.

This first French edition demonstrates the diversity and richness of the initiatives. Indigenous tourism offers a range of experiences, ecosystems, cultures, languages, and livelihoods that the conventional tourism industry will never have an opportunity to experience.

Authors describe themselves and their organisations in the final chapter. A list of references and bibliography is available at the end of the book.

The foreword is written by Martha Honey, the executive director of TIES, the International Ecotourism Society

The French, Dutch and German Development Assistance Agencies have kindly supported the book from the very beginning, with a pre-purchase of 600 copies.

The book is published in French by INDIGENE EDITIONS www.indigene-editions.fr the first and only French publishing house dedicated to indigenous authors and subjects throughout the world. It is distributed by Harmonia Mundi in French speaking countries. A second edition in English is planned for 2006.

The author, Sylvie Blangy, is a consultant in ecotourism, with 15 years experience in this field. She has worked extensively throughout the world with indigenous groups. Sylvie sits on the executive board of The International Ecotourism Society. She is currently completing a PhD on “Ecotourism, indigenous communities, land management and conservation of biodiversity”, lecturing at University and will be researching at the Carleton University in Ottawa funded on a European Marie Curie fellowship starting in July.

The Guide book on Aboriginal Destinations was published in April 2006. There are 183 case studies from 60 different countries that were selected and compiled into the guide book. This book was very well received by the French press. To date, 2000 copies of the book have been sold. While very satisfied with the final printed project, we admitted that we wanted to reach a much broader audience, update the case studies and connect the communities. It was then determined that a quick, efficient, and less expensive method was to have a web-based project.

We are currently converting the whole book into an online resource for connecting communities represented in the guidebook so that they can exchange information and describe the many lessons that were learned, as well as to promote them as tourist destinations to people searching for places to visit. We are in the process of uploading all the english versions which were originally provided to us in 2005.

The website was created with the help and guidance of Olivier Pessin, a computer scientist, who used a Content Management Systems such as SPIP (spip.net) as the core engine of the website and implemented a variety of integrated technologies; either from existing software, or the creation of new web-based products.

Google Maps™ was integrated to provide a visual connection for readers interested in the geographic placement of the communities. A web-based survey was developed in order to produce dynamic statistical data that could be interpreted in order to assess trends amongst the communities and translate the information provided in the narratives into statistical data. The map was combined with the survey to produce a visual guide for displaying similarities and differences between the many locations. The integrated forum of discussions (native SPIP feature) allows the contributors to add their thoughts and comments under a specific article.

We are currently in the process of finalizing the web based survey, which we will then send to all the case studies' authors and we will soon launch the forum of discussion.

All the authors of the case studies are encouraged to fill-in the online form about their own case study. The purpose of this survey is to expand upon the book and make this information available to all the authors. Comments may be added when they answer a question. These comments will be used to spark community interest and to develop a forum of discussion. The results appear alongside the case studies page.

Once the authors have answered the survey, they are given a login and a password to access the private area and they are able to update their case study and take part in the forum.

This development is made possible because of a continuous dialog between the researcher and the webmaster, Olivier and all of this works towards the end goal, which is to exploit the information provided in the guidebook with research purposes in mind in a collaborative approach.

This web site is a collaborative effort. Dana Sallouha and Katherine Valcov-Kwiatkowski, undergrad students at Carleton, enrolled in the Environmental studies program, are in charge of the uploading and updating of the case studies as part of their practicum. Nicholas Ochoski, an undergrad from the Geomatics program, spent part of his summer writting an article about the whole device set up by Olivier Pessin our web master. Sylvie Crossman, the editor of Indigène Editions, the publisher company, was the one who initiated the book project and who patiently translated and edited all the case studies in French. Nancy Doubleday has been instrumental in hosting me and the integrated collaborative research web site project here at the Geography Department & Environmental Studies, at Carleton University in Ottawa. The researcher, Sylvie Blangy, is being funded on a European Marie Curie research fellowship for 3 years.

Without Olivier, his dedication and continuous support, this project would not have been possible. We owe him constant gratitude.

If you have suggestions about improving the survey (adding new questions, reformulating the responses) or the web site, please let us know. Do not hesitate to contact me if you have not received the web based survey form by Email and consequently your personal login and password.

We are thanking you in advance for your active contribution.
