Community Description
The Cree Outfitting and Tourism Association (COTA) represents 9 James Bay Cree communities of Eeyou Istchee : Chisasibi, Nemaska, Eastmain, Mistissini, Ouje-Bougoumou, Waskaganish, Waswanipi, Wemindji, and Whapmagoostui.
Eeyou Istchee covers thousands of square kilometers that stretches more than 1000 km. from the southern-most area to the northern limits and over 700 km. east from coastal James and Hudson bays.
There are 45 tourism businesses including Outfitting (hunting and fishing), Adventure Tourism (Snowmobiling, Snowshoe and cross-country skiing, Canoeing and Kayaking, Hiking and biking), Eco and Cultural Tourism (cultural activities and tours) as well as various cultural events
The association is governed by a board of 10 directors
COTA was established under Section 28.4 and 28.6 of the James Bay and Northern Quebec Agreement signed in 1975
Development Process
COTA Objectives are to Implement Section 28.4 and 28.6 of the James Bay and Northern Quebec Agreement, Industry Development Community Awareness and Capacity Building, Marketing, Communications and Financial Development
Their Mission is to develop and implement a collective vision for a world-class sustainable tourism industry in Eeyou-Istchee in harmony with Cree culture and values, and involving a partnership among Cree
communities, institutions and businesses.
COTA has developed an “Integrated Tourism Development Approach” to tourism development. The approach can be described as one which is driven by member needs : A marketing plan increases member visibility, a human resource plan trains more qualified staff and a product development plan produces high quality products - resulting in a world class regional tourism industry and better business results for its members.
COTA has developed Operating Principles, Visitor Guidelines and _ Tourism Quality Standards for : Outfitting, Nature and Adventure, Ecotourism and Accommodation “Laws and Specifics” as well as related workbooks
Leadership and Community Support
Including COTA within Section 28.4 and 28.6 of the James Bay and Northern Quebec Agreement drives support and leadership. It illustrates the vision of previous Cree leaders and the importance of tourism to the overall economic development of the region
Cultural Guidelines and Authenticity Practices
• COTA is guided by Operating Principles and a clear set of objectives
• Visitors are provided with Visitor Guidelines
• Standards have been developed for various segments of the tourism industry
Lessons Learned
• It is one thing to sign an agreement, but it takes a lot of work to implement it effectively
• Incorporate tourism/business development into your treaty in order to secure the resources required to develop your local tourism industry
• Don’t go too fast
• Training is one of the most important aspects to consider

The Cultural Village
Oujé-Bougoumou - The Cultural Village serves as a hub of social, educational, and ceremonial activities. It’s a place where you can learn the art of our handicrafts, and perhaps even fashion your own moccasins or snowshoes. You can sample a variety of traditional dishes, as well as watch as they’re being prepared.
Eastmain Cultural Village
Eastmain - Savour traditional dishes, learn the hunting, fishing, and cooking secrets of the elders. Head out in a canoe on the legendary Eastmain River. Marvel at the beauty and intricacy of our Native Arts and Crafts, and even try your hand at making your own. Or take a boat tour across to one of the area’s original settlements on Cape Hope Island, and to Old Factory Island.
